Harvey Garrett Ousted From WSNHS Board

How could this happen? In this Artvoice story, Geoff Kelly nicely outlines a series of events that ended up with community activist/advocate Harvey Garrett being voted off of the board of the West Side Neighborhood Housing Service.
Garrett has proven himself to be a friend of the community through his work with the West Side Community Collaborative (WSCC) among many other endeavors. Whenever there's a community problem on the West Side and elsewhere Harvey is ready to lend a hand, and his efforts show.
Garrett contends that the WSNHS, along with voting to change their name to the Greater Buffalo NHS has done a poor job of putting money to the West Side, while they sit on $1.3 million, with potential for more. In a letter to other board members and interested parties that Garrett shared with us, he acquiesced that putting some of that money on the Near East Side and Midtown would be a good move, but he wasn't cognizant of the change in name and direction the housing service would take at the time. This may have been the quintessential bad move for Garrett.
Eschewing politics in favor of transparency, Garrett, in his own words was often the most vocal and sometimes dissenting voice on the board. A do-gooder who likes to see things done, Garrett apparently blew the whistle one time too many, and the newly formed and city-worker peppered board took him out. The [amended] membership recently grew from 17 to 54 members.
"There were 37 absentee ballots, made up of people from all over, mostly city workers, who paid their $2 and signed up to vote in the board election the day before membership closed," Garrett said. He has long contended that PUSH and Heart of the City, though they have far less funding, have always gotten more done than the WSNHS, and now it looks as though those other entities may be the only ones pumping time, effort and money into this district that could see a dramatic upswing in livable, affordable housing.
"In the past, the directorship of WSNHS may have been inept, but it was never politically charged, which was the main reason we were able to get some things done," Garrett contends. WSNHS presently operates under the directorship of Linda Chiarenza, and it looks as if the politics of the organization have shifted. It will be interesting to see where the money from Greater Buffalo NHS goes, and Garrett hopes it won't simply be following money into high-profile, already gentrified parts of the community.
According to an unnamed source close to the organization: NHS is not interested in serving the neighborhood through the priorities of the people that live there. They have an obnoxious provision in their eligible voting membership category that permits not only neighborhood residents, business people and property owners to be members but also a broad category for people who "express and interest in ... the purposes of the Corporation".
Most legitimate neighborhood based not-for-profits limit the number of voting members in those kinds of "at large" people to a number that won't overwhelm the vote of the people who live there, and might also make them vote in person. In this instance... there were evidently about 17 ballots voted in person and about 37 absentee ballots. Guess who they were.
This organization did the same thing a few years ago when Modesto Candelario brought in over 100 new members to vote as instructed and most of them were not members the following year.

Happy Holidays from Casey and Mayor Erkel! Heaven forbid someone asks questions and makes a difference in the neighborhoods- particularly if the do-nothings at City Hall can't take credit for it. sounds to me like someone would rather get paid to do nothing and keep their cozy job rather than work hard for the neighbor. Maybe this is the reason why the voted Harvey out? To many times letting them know they aren't trying hard enough or doing what they are supposed to do to help the neighborhood. ITs a shame to see someone who everyone in the neighborhood and city knows believes in the neighborhoods get voted out. Shame!

"The board recently grew from 17 to 54 members." - Actually the board size hasn't changed - it was around 30 new members that were signed up at the last possible day for them to be able to vote, mostly from the Mayor's office, along with the 37 absentee ballots the night of the election that made the whole thing suspicious.
They also never voted for the name change at the annual meeting - although it was voted on by the board two weeks earlier so it could be put on the annual meeting agenda. They pulled it a the last minute after word got out and people got nervous.
I don't remember referring to the Exec Director as "inept" - but yes there are serious questions about the way the organization is run.
I don't know for sure which City Hall members voted or how they voted. It would also surprise me if Reilly was part of it but the politics over there are pretty rough. The absentee ballots are public information so they will eventually come out and we'll know what happened for sure.

It's sad if these allegations turn out to be true. This story reminds me of when former Councilmember Bonifacio took thousands of dollars to have a water line put in at 322 Bryant which was a privately-owned lot. To my knowledge the money was never repaid. Fortunately a great little home was built there, but not due to the city's efforts.
Harvey has a list of accomplishments and has been a straight shooter in my view. Hopefully he'll keep up the fight!

Harvey, How can we join the membership and ensure that this does not happen again? I want to have the community not City Hall's interests represented especially when it is my neighborhood that is being effected. Let us know who to talk to at WSNHS about this and we certainly will sign up and put the "West Side" back in West Side Neighborhood Housing Services.

Harvey don't let them BEAT YOU..start your own group..you have enough power and neighbors and pull on your side. I'm sure you can get grant writers and corporations etc...to support your cause. Maybe you can even compliment what the other groups are doing. Turn this negative situation into a positive! You have the power of all of us that support you. I'm sure Buffalo RIsing would help you to post a meeting of neighbors that care to join your force. We have many professionals in the neighborhood that want to help you make our neighborhood a better place. GO HARVEY......And by the way I am a fairly new member of WSNHS and I new they were going to change there name. I just never recieved anything about a vote...maybe you can do a recall of the vote and membership to see really what happened.

Meanoldman, al-alo, and Quark - all you have to do to become a member is to go to the office on Connecticut, pay your $2, and sign a membership app. Under a minute (minus travel time) I promise. I agree with Quark - if you are going to sign up as a member sign up because you want to get involved and make a difference - not because you are angry over this and want to tip the membership (then we are no better than they are).
Buscemmj - I actually did form another group a few years ago to combat some of the WSNHS's assertions that they were the only housing group on the West Side. It's a collaboration of all the other groups that do housing work on the West Side of Buffalo. It includes PUSH, Home-Front, Westminster Economic Development Initiative (and through them, Habitat), West Side Ministries, Heart of The City, and the West Side Community Collaborative. We even had some good staff members of the WSNHS attending for a while. They meet on a regular basis, have created a lot of new homeowners, developed a pretty good marketing plan, formed home buyer clubs, and are in the process of forming home repair clubs. They are a pretty amazing group.
And for the record - I'm kind of hard to beat down. :)

There may not be anything that can be done this year (since this has happened before and there was no recourse), but most definitely change can start today. Just tell me where and when to sign up!

Wow. Happy Holidays from City Hall, Harvey. I've had people much wiser than me say that someone's not really making a difference unless they've been kicked out of something. Harvey, we all know the score - while this turn of events will have an unfortunate chilling effect on collaborative working relationships, trust, and civic engagement, you can wear their contempt like a badge of honor and hold your head high.

This is very sad. If you had any shady feelings about City Hall this pretty much confirms them. Shame on everybody on that list. Shame on Reilly, Granville and everyone else that took part in this highly suspect operation. Who is running for Mayor next year? Let's get these old boys out of office. By the time the WSNHS decides what kind of planters might look welcoming along Connecticut, Harvey Garrett will have renovated his umteenth house. And The Greater Buffalo NHS will obviously become another funnel for patronage scams using grant money set up by a stooge in City Hall, a stooge in Albany, and various and sundry stooges such as the Wendt Foundation. That $1.3 million will rebuild exactly 1 house...and buy 20 or 30 Cadillacs.

Sadly, this type of political power play is typical of Buffalo. As much as community-based organizations can do, they can't do everything and the government has to play a role. And in Buffalo, WNY and NYS, the govts is the reason why this state is dying. This type of blatant action by the government serves to only protect their way of life and their friends and family, casting everyone else into the trash bin.
Why a Greater Buffalo NHS? There is already a South Buffalo NHS that has programs that can be utilized in the entire city and county for that matter? Probably because Greater Buffalo NHS can look more powerful and get more dollars from the City and then be basically another city department. South Buffalo NHS has continually refused to work with the City of Buffoonalo for this reason. As soon as they start gving you money, they start bullying and corrupting the organization and take it over, destroying it from the inside.

I must say that Harvey must have tweaked too many noses at City Hall. Not a good move, especially for someone who's so smart, dedicated, and all that. What strikes me, though, is no one has interviewed Linda Chiarenza to get her side of the story. Ya think that may be fair reporting? C'mon! Before we start bashing someone to smitherenes, we should know the whole story. West Side NHS doesn't get all of these grants just because someone at City Hall likes an aging, albeit attractive, CEO. Harvey, cool down, lick your wounds, and move on!
